The Former President's Woke Alarm Overlooks Europe's Real Threat: Technological Stagnation.

Donald Trump's security policy document offers a misguided assessment of Europe. It claims that open-border policies and what it terms "progressive" policies pose an existential risk to European civilization. However, this perspective is based on a fundamental misinterpretation of the reality. The actual challenge facing the EU is not societal but economic and technological lag.

A Glaring Economic Gap Separating the US and Europe

The data paint a stark picture. Between 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the European Union. Over this period, European income per person fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Currently, roughly half of the world’s top fifty tech companies are American, while a mere four are European.

The Innovation Shortfall: The Core Question

This widening economic gap stems from superior productivity growth in the United States, largely due to breakthroughs and better use of resources. The scene of world technology leadership is decidedly American. Over the past fifty years, hundreds of American startups have scaled into enterprises valued at more than $10bn, versus only fourteen in the European continent.

This gap prompts a pressing issue: In the race for tomorrow's sectors like AI, semiconductors, and quantum computing, what is Europe stand? Experts widely concede it is essentially a contest between two between the US and China, with European nations entering at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

A number of key factors explain this innovation chasm.

  • Financing Ecosystem: The United States has a far deeper and more dynamic system for funding startups. Europe has yet to establish a true capital markets union, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder Europe. A American entrepreneur can launch a product under a single regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is split among 27 separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically met with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, there are reasons for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose serious reform. Key reports on EU competitiveness and the single market highlight the need for major changes.

With the right incentives and regulatory reforms, Europe's strengths could support far greater degrees of business-led breakthroughs.

Europe retains significant advantages: skilled human capital, excellent schools and universities, and premier research institutions. Coupled with a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Crucially, even if the EU does not become the leader in creating next-generation tech, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now stands at a decisive crossroads. To paraphrase a famous line, decline often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, without bold steps to address its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
